Establishment of efficient mechanisms for corruption prevention and eradication
During the weekend, in the congress center “Sava” took place the “Establishment of efficient mechanisms for corruption prevention and eradication” conference, jointly organized by the OSCE Mission in FRY and the Ministry of Finance and Economy of the Republic of Serbia. Prime minister Zoran Djindjic, minister Djelic and the OSCE Chief of Mission, Mr. Mark Davison, spoke on the occasion of the conference opening.
Mr. Zoran Djindjic declared, inter alia, “that there were no complaints concerning the privatization process, usually considered with a degree of high risk and as a “paradise” for corruption. Serbia successfully passed all the tests related to corruption, upon which many of the Governments of transition countries failed. The government invested a great effort in the building of control systems aimed to eradicate corruption. The public represents the essential support point of this system: all the public finances destinations and those in charge of them must be publicly known, and there must be a written track concerning each one of them. Therefore, everyone will know that, if getting into abuses, they will be discovered and punished.”
Mr. Bozidar Djelic, minister of finance and economy in the Serbian Government, noted that the work of field services for the eradication of corruption (based in cities across Serbia) permitted the successful arrest of 117 individuals upon charges related to the abuse of official position, as well as an important progress was realized in the fight against cigarettes smuggling, while the traffic of oil was put under the control of the State in order to eradicate oil derivates smuggling. Commenting the Government anti-corruption measures package, which is still being elaborated, Mr. Djelic declared:
– This is a mid-term strategy aimed to fight corruption, with an action plan (plan for two or three years). We are currently preparing a Law on the prevention of conflict between private and public interest, a Code of behavior for employees and the Law on political organizations financing. Regarding the political parties financing, we will try to set the amount of budget funds to be allocated by the State and the amount of the private donations financing resources, and whether this sum can be limited.
